My face needs help... what do i do?

my face use to be really soft and smooth and lately i been getting really dry around my cheeks, nose and chin... it has like a rough texture to it, like sandy... i try washing my face more often and putting hydrating gel and moisturizer but nothing is working, ahhh i hate it! i want my face back what do i do?
