Why don't they just make Jerusalem the capital of Palestine, so that there will be peace in the East?

Because both Israel and Palestine refuse to separate church and state. They have slightly different versions of Sharia (religious) Law, and will not compromise on any of these details. If it's in the book, it's non-negotiable! Thus 60 years of senseless violence.
